On September 1 2021, the Central Bureau of Investigation (CBI) court sentenced nine accused to five to seven years of rigorous imprisonment in two separate cases of rigging a Police Constable Recruitment Test 2012conducted by the Madhya Pradesh Professional Examination Board, better known by its Hindi acronym “Vyapam”.Kamlesh, Naveen Kumar, Jyotish Kumar, Rajesh Dhakad, Vishal Solanki, Kavendra Singh Rajawat, Nemichand, and Pankaj Kumar to undergo seven years of rigorous imprisonment.
The scam was exposed in the year. In 2013, Madhya Pradesh’s autonomous, self-financed body, Madhya Pradesh Professional Examination Board (MPPEB), known by its Hindi acronym “Vyapam” (Vyavsayik Pariksha Mandal) was formed to conduct tests for professional examinations and government services. The board used to conduct around 21 exams every year.
The scam was unearthed when Indore police received complaints of the imposters in the Pre-entrance Medical Test (PMT). The officer, in the course of the investigation, stumbled upon a web of fraud.The scam involved multiple rackets that rigged various tests for admissions and recruitment to multiple courses and government jobs. Police found out that the racket employed imposters to write exam papers, manipulate the sitting arrangements and even supply forged answer sheets. This was done in the year 2012 and 2013 by bribing the officials.
According to the report by the Hindustan Times, the series of fraud took place for PMT 2008-13, Pre-PG test for postgraduate medical courses 2012, and recruitment exams for contract teachers, food inspectors, police constables and Ayurvedic medical officers
The investigation then shifted to the Special Taskforce under the supervision of the High Court. Separate cases have been registered for investigating scams in different tests. The SIT informed the Supreme Court that it has arrested over 1,800 accused and are looking for another 800 people. In July, the Supreme Court transferred the case to the Central Bureau of Investigation.
In November 2017, the CBI filed a charge sheet against 490 people for the Vyapam scam. The charge sheet exposed some powerful names. The BJP government in Madhya Pradesh came under the radar the then education minister Laxmikant Sharma was jailed for fraud in the contract teachers recruitment test.
Sharma’s former officer on special duty (OSD), OP Shukla and former PA Sudhir Sharma are also behind bars. The scam took an ugly turn with more than 25 whistleblowers, and witnesses died under mysterious circumstances with the actual data of more than 40 deaths.
The press release said that it was alleged in the case that three impersonators with the connivance of mediators, including Pankaj Kumar, Nemichand, and others, had appeared in place of the candidates Rajesh Dhakad, Kavendra Singh Rajawat, and Vishal Solanki to get them selected in the written test of Police Constable Recruitment Test, 2012 conducted by Vyapam.
