The conference is a joint undertaking of the Ministry of External Affairs (MEA) and the independent think tank Observer Research Foundation (IRF). The event resumed after a pause of two years due to the Covid-19 worldwide pandemic. Side events are held in Berlin and Washington, according to the MEA. And, the main event is held in New Delhi.
Raisina Dialogue 2022
The theme for 2022 is “Terranova: Impassioned, Impatient, and Imperiled”. The ongoing conference will have 100 sessions with around 210 speakers from 90 countries and multilateral organizations in total. The theme is designed along six thematic pillars:
1. Rethinking Democracy: trade, technology, and ideology.
Broad meaning: Examines the courtships between different future trajectories of sustainability such as climate change and democracy in particular concerning their inherent spatialities.
2. End of Multilateralism: a networked global order.
Broad meaning: Multilateral arrangements born amidst post-war hopes of cooperation quickly learned to function in divided environments throughout the Cold War. This multilateralism was in crisis. Discussion at the end of this phase.
3. Water Caucuses: turbulent tides in the Indo-Pacific.
Broad meaning: India hosts a vast array of global opportunities and challenges in the Indo-Pacific. Other countries consider that India will dominate due to the region. Discussion over the same.
4. Communities Inc: first responders to health, development, and planet.
Broad meaning: List of communities or Organizations that are included /incorporated in the group of
first responders to health, development, and the planet.
5. Achieving Green Transitions: common imperative, diverging realities.
Broad Meaning: The global idea of climate change, greenery, and making the earth a better place to live.
6. Samson vs Goliath: the persistent and relentless technology wars
Broad meaning: Two cranes, which were named after the Biblical figures Samson and Goliath, dominate the Belfast skyline and are landmark structures. This analogy is applied and will be discussed with context to technology war, i.e., cyberwar, persistent and relentless.
It is the dialogue that brings together India’s friends and partners seeking common ground. Leaders from all over the globe are visiting New Delhi. European Commission President, who is currently on a visit to India Ursula von der Leyen, is the chief guest of the event.
The special guests include former Swedish PM Carl Bildt, former Canada PM Stephen Harper, former Maldives President Mohamed Nasheed, and former Australia, PM Anthony Abbott.
The Australian foreign minister will also join the conference virtually.
Foreign ministers of Armenia, Argentina, Poland, Portugal, Slovenia, Norway, Lithuania, Netherlands, Guyana, Nigeria, Luxembourg, Madagascar, and the Philippines are there to be at the event physically.

What is the History of the Raisina Dialogue and its motive?
The Raisina Dialogue is an annual conference that started in 2016. It focuses on geopolitics and geo-economics addressing matters facing the worldwide community. It takes its name from Raisina Hill, the seat of the Indian government.
In 2016, the first theme of the Raisina Dialogue was “Asia: Regional and Global Connectivity”. Over 100 speakers from over 35 countries attended to speak on the theme. This was followed by the next theme “The New Normal: Multilateralism with Multipolarity”, in 2017. Over 120 speakers from 65 countries participated.
The third edition in 2018 dealt with “Managing Disruptive Transitions: Ideas, Institutions, and Idioms”. The theme for the conference in 2019 was “New Geometrics, Fluid Partnerships, Uncertain Outcomes”.
The topic in 2020 was “Navigating the Alpha Centuries”. In 2021, the meeting was hosted in a hybrid format due to worldwide lockdown restrictions. The theme was “Viral World: Outbreaks, Outliers, and Out of Control”.
Since its origin, the Raisina Dialogue has appeared as a governing global conference on global affairs promoting the participation of heads of state, ministers, journalists, academics, and researchers.
