In that case, the COP Bureau of the UNFCCC, with the co-presidency of the UK and Italy, had decided to re-schedule. The conference ensures that all parties focus on the issues to discuss at this vital conference and allow more time for the necessary preparations to take place, which will begin again to work with all its effects to increase climate disasters, build resilience, and lower emissions.

But some leaders are not attending the UN conference. The Kremlin announced on October 20, 2021, that Russian President Vladimir Putin would not attend the conference. Even though Pope Francis is not attending, he is sending his Secretary of State, His Holiness Cardinal Pietro Parolin, who may read a message on the Pope’s behalf if the Pope is not available for the video link.

The Indian Ministry of External Affairs has confirmed that Indian Prime Minister Narendra Modi will travel to Glasgow on November 1-2 to attend the high-level segment of the World Leaders’ Summit.
